Brownfield
A brownfield is a formerly developed property — often industrial — with known or suspected environmental contamination that complicates redevelopment. State and federal programs offer liability protections and cleanup incentives to encourage brownfield reuse.
What it means
Brownfield sites require environmental investigation (Phase I and typically Phase II ESA), potential remediation, and regulatory coordination before redevelopment. Federal programs (EPA brownfield grants) and state programs (Voluntary Cleanup Programs) provide liability releases for non-causing purchasers and funding for environmental work.
Brownfield redevelopment is economically attractive in infill locations where greenfield alternatives don't exist, but the environmental investigation cost, cleanup cost, and schedule risk must be priced into acquisition. Some states offer property tax incentives specifically for brownfield redevelopers.
