Phase I Environmental Site Assessment

A Phase I Environmental Site Assessment is a standardized investigation of a commercial real estate property's environmental condition, conducted by a qualified environmental professional following ASTM E1527 standards.

What it means

A Phase I ESA reviews historical records, conducts a site visit, interviews parties with knowledge of the property, and produces a report identifying any 'Recognized Environmental Conditions' (RECs). A Phase I does not involve sampling — it's a document-and-interview review.

If the Phase I identifies RECs, a Phase II ESA (with sampling) is typically the next step. Phase I is a standard requirement for commercial real estate acquisitions and a nearly universal lender requirement. Cost: $2K–$5K typical; takes 2–4 weeks.
